Profile
Allan joined the Bar after retirement from the civil service as Postmaster General and serving a 5-year term as Privacy Commissioner for Personal Data.
Whilst developing a broad civil and criminal practice, he also specialises in sports law, privacy law and contractual disputes. He lectures on “privacy and data protection” in the LLM and JD programmes of the University of Hong Kong, and conducts seminars and provides legal and management advice for commercial organisations on the same subject.

Selected Cases
A. Civil Practice
Allan acted for the Defendant (The Karatedo Federation of Hong Kong, China Limited) to oppose the contractual claims of 3 athlete-members of the Defendant under HCA 529/2017, HCA 987/2019 and HCA 988/2019. Under CACV 252/2025, CACV 253/2025 and CACV 254/2025, he continues to act for the Defendant appealing against the decisions of the judge in the said High Court cases.
B. Criminal Practice
Allan is regularly instructed as counsel-on-fiat and defence counsel in a wide range of departmental summons as well as criminal offences.
C. Administrative Appeals
As the Privacy Commissioner for Personal Data (PCPD) for the term August 2010 – July 2015, Allan was responsible for all appeals against the decisions of the PCPD lodged with the Administrative Appeal Board (AAB) during this period. Subsequently, he acted for the appellants in AAB Nos. 7/2020, 8/2020, 4/2023, 17/2023 and 18/2024 in relation to their appeals against the decisions of the PCPD.
In regard to appeals and petitions lodged with the Torture Claims Appeal Board/Non-refoulement Claims Petition Office, Allan has acted for both the appellants/petitioners and the Director of Immigration.
Publications and Seminars
Allan has contributed many articles to local and international law journals and business magazines on privacy and data protection.
